Peter had been enlightened with the Holy Spirit because of the way in which God had chosen and used him to build the foundation of the Church in lands inhabited by Jews, Gentiles and other non-Jews. John had been accompanied by Peter during Peter’s trip to Samaria to evangelize the Samaritans (Acts 8:14). There had been a sensation in Peter and John about the Samaritans not being filled with the Holy Spirit. This is because the Samaritans had just been baptized (Acts 8:15-16). The implication about the Samaritans being baptized and not being filled with the Holy Spirit is that every baptized Christian must sense the receiving of the Holy Spirit. During the time of John and Peter, it had just been the sowing of the seeds of faith for new believers so that the religion could be established.
